I think that it would be more intuitive if the "Keep until" setting is immediately under the "Accept cookies from sites" option. Otherwise (talking of personal experience) the user could think that the "Keep until ..." option refers just to 3rd party cookies.
Instead, switching the order of the last two options (i.e. 1) Accept cookies, 2) Keep until, 3) Accept 3rd party) there is no ambiguity regarding the "Keep until" option.
Another suggested solution is to leave the order as it is, but renaming to "Keep cookies until ...".
In fact "Keep until" alone makes me think that the option refers to the nearest "subject" in the prefs dialog, which is 3rd party cookies. Specifing the subject should remove this ambiguity.

The UI is indeed incorrect. As written, the UI says "Keep until they expire". "they" refers to "third-party" cookies, but it should refer to "cookies", not third-party cookies. Even if another preference is chosen, it still appears to refer incorrectly to third-party cookies.
Swapping the two UI elements neatly solves this problem without creating any localization problems.

This was actually done as part of bug 1432743, but I forgot to resolve it...
