Try different zoom levels to see it. AFAICT it's a border collapse bug for tables.
Component: General → Layout: Tables
Product: Firefox → Core

When I zoom in one level the cell outlines do display correctly.
In this screenshot you can see the missing line at the start of the table and a line is missing between the Yanking and Loops & Recursion rows.

And zooming out causes an increase in the number of missing cell border lines.

Please see attached screen shot. Only step necessary it so navigate to the page.
For me, zooming in causes lines to display correctly, zooming out causes an increase in the number of missing table cell border lines. (Firefox 3.6.3)
webmaster, are you sure your screenshot (attachment 451380 [details]) at zoom level "0"? (>View >Zoom >Reset or ctrl+0)
I get your results with zoom level -1 (which is wrong as well, of course)

If I Reset zoom it is OK. My default zoom must have been "-1". So the screenshot should be considered zoom level -1.

The lines also get messed up at the gnu page:
http://www.gnu.org/software/emacs/emacs-lisp-intro/html_node/index.html
at zoom level -1, although not in the exact same locations.
