I believe this is standard behavior in Windows when Aero is active. Nothing can be done to Firefox to change this - other than eliminating the freezing, that is.

To clarify, this is done by Windows to *every* window on the system - with both custom and standard title bars. As such, Firefox has no control over this. Windows takes over drawing of the title bar to display the text "<window title> (Not responding)" - even though Firefox normally draws its own title bar to display the app button.
This bug is therefore invalid, as this is system behavior over which Firefox has no control. Try observing Microsoft Word 2007/2010 hang - you will notice that anything in the title bar disappears.
OK, but titlebar should not cover tab (tabbar) section.
titlebar section need more height.

This is true. Right now, the distance between the FF button/title bar and tab bar needs to be increased.

I don't think I've seen this weirdness even if I get a hang and it shows not-responding. Pal, I don't think this bug has anything to do with bug 585964.
Do you have special userchrome?

I agree I've probably seen the windows titlebar with a hang though. The fact that the tabs are cut off is what I was thinking is the weirdness part.

Comment 3 is right. We don't want to change the custom title bar height just for this case either.
