Details
User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.1.10) Gecko/20100504 SeaMonkey/2.0.5
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.1.10) Gecko/20100504 SeaMonkey/2.0.5
If I zoom a page for example by pressing Ctrl++, then both scrollbars also increase in size. This applies to the browser and to emails too.
Reproducible: Always
Steps to Reproduce:
1.Press Ctrl++ several times
2.Notice how the scrollbars also increase in size
3.
Expected Results:
I expect the scrollbars to be unchanged - it is like that in previous version of SeaMonkey. FireFox doesn't behave this way either.

Mozilla/5.0 (X11; U; Linux i686; en-US; rv:2.0b2pre) Gecko/20100701 Lightning/1.1a1pre SeaMonkey/2.1a3pre - Build ID: 20100701101320
I see this too. For me it's a useful sign that the zoom factor is not at its usual "100% (Original Size)" level, but I can see the opposite point of view. Maybe make it a pref?
I'm not sure whether this bug belongs in SeaMonkey::General, SeaMonkey::UI_Design, Core::XP_Toolkit/Widgets:_XUL, or somewhere else, so I'm leaving it here for the time being.

What theme(s) are you using? If you're using anything except the default theme (e.g. if you're using Modern), then this is a dupe of bug 401213.
