We should optionally implement tabs being on top of the usual application toolbars, just as Firefox has done it. See http://home.kairo.at/blog/2010-06/my_thoughts_about_tabs_on_top for some reasoning why SeaMonkey should look into this. We need to look into having the tabbar as a toolbar for this, and we probably should care that we have customizability of that toolbar, I'll file those as blocker bugs, esp. the former isn't as easy as for Firefox due to having a tabbed interface in multiple windows.

I think its late in the cycle for us to consider doing the necessary UX work for this option, wanted- based on that, but if someone has patch(es) lying around great! I just don't see how it could pass through UI-Review and code-review in time for 2.1final without jeopardizing other work
