Filled at the request of Robert O'Callahan. This is a meta bug for any slow scrolling performance bugs on pages with fixed backgrounds.
I'm assuming we should be posting sites as comments to this bug? http://roosterteeth.com/ scrolling went from ok or painful.

Resolved WFM just like the great blocking bug?
Check also bug 90198 attachment 90636 [details]. And compare it with attachment 90639 [details] cpu usage.

Thomas, do you have "GPU Accelerated Windows">0 in about:support? I kind of expect scrolling to be slow-ish on a slow machine if you don't have GPU compositing, but it should be fast if you do.
No, I don't, the GPU isn't supported. By the way, the GPU isn't part of the requirements mentioned in http://www.mozilla.org/en-US/firefox/25.0/system-requirements/ The CPU we're talking about is an AMD XP 2500+ which, according to http://www.cpubenchmark.net/singleThread.html, is comparable to the average Pentium 4 (540 vs 875-343). However, this isn't reproduceable either with Chrome or IE, where scrolling using the scrollbar is much smoother. IE being the smoothest. So it seems there's room for improvement.
This seems to have been fixed quite some time ago. I'm going to mark this one as resolved -> fixed. If there are still bugs like this then I think a new bug should be opened for them. If anyone disagrees then please re-open!
