Submenus will popup in incorrect position, ie instead of the top of the submenu
appearing next to the parent menu item the bottom is next to the parent menu
item. And then submenus of the submenu appear in the correct position.

To Reproduce:
Open the Bookmarks menu item and then try selecting several submenus. After a
while the submenus will pop up in the incorrect position.

Attached patch fixes submenu position problem by removin old tooltip hack.
The patch indeed fixes it
Looks like the problem with popup menus that this code was introduced for has
been fixed elsewhere.
