Only owner of psm/components subdirectory can use PSM

Details
Suppose root or some user installs Mozilla and then installs PSM from the
iPlanet PSM install page. When that same user restarts Mozilla, he can visit
https://... pages just fine. When another user attempts to visit the same site,
Mozilla appears to be taking a long time to load the page but it really hangs
and must be SIGKILLed.
The problem may be with the file psm/components/xpti.dat. I have observed that
when a user goes to an https:// site, user takes ownership of this file.
Workaround is to give all users write access to the psm/components/ directory.

This happens for me on Linux on a current CVS pull of the trunk and
a current load of the PSM components themselves (from the iPlanet page).
