I can't seem to locate an existing bug, so dupe if already known. But unless im mistaken, i can't find a way to Create an App tab through the File menu. File menu currently supports New Tab and Close Tab, but we should support Create a App Tab as well. Why is the only way to do this is to context click? Doesnt seem consistent.

Repro:
1) install nightly build: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.6; rv:2.0b3pre) Gecko/20100729 Minefield/4.0b3pre
2) Open a few normal tabs with sites
3) select any tab, and click File Menu
4) Verify there's no option visible in the menu that creates an App tab.
Expected:
- some menu item on the focal tab to create an App Tab
Actual:
- File menu doesn't have Create a New Tab.

It should be possible to create it via the App button as well.

We just went through a phase of trying to remove redundant commands out of the menu structure, the limitation of only being able to create an app tab with the context menu of the tab is proportional to the usage of the feature.
