I think some of the strings in /services are only used in the UI, so they really should be a part of /browser (though that means fennec & seamonkey would probably need to do the same). I need to take a closer look though because I don't remember if this is actually the case.

The only string in that file that's used in `services/sync` is `client.name2`; everything else can move to `browser`.
