Now that fakelibs exists and 99% of the code that gets linked into libxul lives outside static libraries we think we can get incremental linking on libxul.

This should be fixed (along with the Mac linking slowness) by bug 584474 which is on the build-system branch now and will merge to m-c after we branch for 2.0.
