With all windows closed the Add-ons manager doesn't get opened

If all windows of Firefox are closed on OS X and you try to open the add-ons manager nothing happens.
Steps:
1. Start Firefox and close all windows
2. Click "Tools | Add-ons"
After step 2 a new browser window with the add-ons manager should be opened.
This is a somewhat a regression from 3.6 regarding the fact that the manager is now located in a tab and not in its own window.
