According to Mock-Ups from Asa's blog, there has been a mock-up explaining about the Group within Group functionality in Panorama/Tab Candy. This feature is good for users.

I am not entirely certain the bugs this item "blocks" are accurate. bug 578512 won't need this to be implemented and while one could make an argument for bug 603789, I think the team will want to discuss this item post Fx4

I don't think we want to implement this as described in the bug. We're gonna have the same set of tab groups across all windows. A window will be an instance of an opened tab group. So that's similar to what the mockup shows.
