Estonia is an ex-USSR republic, so it is at East-Europe. (Near Finland)

The division of the European workload was decided on the basis of codepages used:

- ISO-8859-1 (and ASCII) using coubntries are Western Europe
- ISO-8859-2 and ISO-8859-6 using countries (including Estonia) are Central Europe
- Cyrillic using countries are Eastern Europe

Therefore Estonia workload should fall in Central European component. However, I
would argue that Russian language pages in any country fit better in Eastern
European component (as the component owner is a native Russian speaker).

Let us leave this in East Europe.
Hey, in Estonia are ~30% russian speaking population and for them there are
cyrillic sites. This is also the case for Latvia and Lithuania.

So I do not think that the right criteria must be a language used by a page, not
the country it is hosted (it can be also hosted on some freehost site).
I believe we agree here 100%, Eugene. I will use the same language rule to any
other bug report. Russian language pages should fall in Eastern Europe and (for
example) Polish language ones to Central Europe, whetever the geographical
location of the server is. I'll make a note about that on the "Split European
Evangelism" bug  95808.
I see no form even using IE. The page looks the same with Mozilla.

works OK.
