In a variety of contexts, we will want to programmatically create a new tab group without having explicit user input on where it should be placed.

An example of this is, as part of the "all windows' tabs in tab view" spec, when a new window is opened, that new window's tab(s) should be put in a new group. We need to choose an available part of the tab view to place this group at this time.

The main instance previously was when we had new tabs created before panorama loaded, but now we just add those to the appropriate active group. I guess the main context for this, then, is if we have external addons and such wanting to create a group in some empty space without user input specifying where... But that is going to just be important once we have an API, so future is right for this now.

Nope. As far as I know, the big one is when new windows are created in the "all-windows" world.

Panorama has been removed from Firefox 45, currently in Beta and scheduled for release on March 7th. As such, I'm closing all existing Panorama bugs.

If you are still using Panorama, you will see a deprecation message in Firefox 44, and when 45 is released your tab group data will be migrated to bookmarks, with a folder for each group. There are also a few addons offering similar functionality.

We're removing Panorama because it has extremely low usage (about 0.01% of users), and has a large number of bugs and usability issues. The cost of fixing all those issues is far too high to justify, and so we'll instead be focusing our time and energy on improving other parts of Firefox.
