24 is a straw man, and should be configurable. Basically, we want to make sure that users who hit a Sync Delay get a notification if it takes a good while for them to get a node. This needs to _not_ happen if a user gets their node cleared for any other reason (i.e. hibernation - bug 592399, or a node failure)
No longer blocks: 592376
Given the new world, where they may be creating an account in BID for all sorts of reasons, I think this one is no longer a valid request.
