currently, middle clicking on the refresh button or on "reload tab" in the content area context menu, duplicates the tab.
for consistency this should be the case also for "reload tab" in the tab context menu. this should apply both to the active tab and deactivated tabs.

now that bug 455722 is wontfix, this could allow that functionality.

this is needed for example when the page is loading, and the reload icon changes to the stop icon

I wouldn't consider this annoying enough to be a papercut.
Page loading is a transient state, so this is more of an edge case.

That said, we'll take a good patch for it.

I thought about it, and I don't think it has a strong argument for ux-consistency either, since the label is "Reload Tab" not "Reload", making it distinct from all the navigation elements that act on the current tab (back/forward/reload/stop buttons and menu items).

Furthermore, we do not trigger different behavior when middle-clicking other items in the tab context menu, e.g. we still move -- not copy -- a tab to a new window, even when middle-clicking "Move to New Window".

well, we also allow ctrl+drag to duplicate tab in the same window but not when detaching to a new window. both above "move to a new window" operations are relatively new and it may be argued that they should be fixed to allow middle clicking as well (e.g. Bug 472024)

anyway, this bug could be a non-menu-bloat alternative to bug 455722, to allow the duplicate-tab operation from the tab menu, including the case of background tabs.
