When developing an add-on, I hit this error after a number of times that I cycled between uninstalling and installing it:
"Browse By Name cannot be installed because Minefield cannot modify the needed file"
This was reported to the console:

How many times you had to install/uninstall the jetpack? It works fine here for the latest Minefield build. Can you reproduce it with the extension attached to this bug? Or have you installed it from the local disk?

I was installing it from disk. I think I installed/uninstalled it three or four times, and I had the AMO version 1.0 installed beforehand. Gavin also said that he's seen something similar...

I'm seeing this. Also installing from disk, so maybe that's related. I filed bug 596336 for some behavior I noticed, possibly related somehow. Attaching profile and extension.

Dave says this is pretty much fixed by the dependency.

Works fine. Installed Bugzilla Tweaks a dozen of times from disk and from AMO and can't reproduce this issue with Mozilla/5.0 (Macintosh; Intel Mac OS X 10.6; rv:2.0b8pre) Gecko/20101106 Firefox/4.0b8pre ID:20101106030745
Marking as verified fixed.
Tests have been added by the patch on bug 596336.
