Bug 593125 made some changes to the base netError.dtd that mean that the override copy that Fennec uses can be simplified.

Haven't tested this, but it should work fine. This depends on attachment 477357 [details] [diff] [review] from bug 593125 comment 33, which hasn't yet landed.
Also needs updates for bug 546857, so morphing a bit.

Without these changes, I think the netError page is broken in Fennec (YSoD).
I can verify that the netError page yellow-screens in Fennec without this patch.
