This is a meta bug to collect all bugs related to create an Update Pane. The update pane hows all available updates for manually updated add-ons and allows add-ons to be update in bulk.

The fact that the Available Updates pane is hidden when no updates are available can apparently be viewed as a feature or as a defect.
If you want to be able to open it even when it is empty, then you'll find (among other goodies) a menuitem "Tools → Add-on update checker → Open 'Available Updates' page" after installing the Add-on Update Checker extension.
