Currently in the Sync UI, when one fills up the strength meter with a jumbo über strength password, and then simply clears the field, the strength meter will not drop or disappear

1. Create a massive password filling up the entire strength meter bar
2. Clear the password field
ER: Strength meter drops or disappears
AR: Strength meter persists at top strength

The strength meter should disappear whenever we display an error message. (Changed the summary accordingly.)

Make sure the strength meter is hidden whenever we display an error message regarding the custom Sync Key. Ensure that on an empty string this error message is the "too short" message rather than "same as password".
Also fix a reference to a no longer existing string.
