bug 61098 fix "Prevent...creating addi. dialogs" should also also be shown when showing un-associated protocol dialog.
This one of the issue at "Last Measure" website in Bug 550196
When there is an un-associated protocol a dialog popup saying
"Firefox doesn't know how to open this address,
because the protocol (ed2k) isn't associated with any program."
And that site opens many....

So this applies to not only unknown protocol, but also malformed URL (e.g. "http://" or "about:foo"), right?
And when "browser.xul.error_pages.enabled" is false, all the network errors can cause something like attachment 479286 [details].

JFYI, both bug 382702 and bug 312680 are fixed. i.e. No error code would generate a dialog unless a user intentionally sets false to "browser.xul.error_pages.enabled".

If this bug still bothers you, you should file a new bug or change the summary to: "When error pages are disabled, error dialogs should be tab-modal" or something. Anyway, it should cover all the network errors rather than just protocol errors.
