According to http://www.w3.org/TR/css3-lists/#upper-armenian our list numbering for 7000 in Armenian is incorrect.
This is tested in the CSS 2.1 test suite even though it's not required by CSS 2.1:

It's not clear that http://www.w3.org/TR/css3-lists is correct on this point. See http://lists.w3.org/Archives/Public/www-international/2009JanMar/0036.html and other messages in the thread.

And see also bug 390440 and the links there. Apparently I was premature in writing "CSS3 Lists has been changed" in bug 390440 comment 3.

It has been changed in the editor's draft; it's just css3-lists hasn't been published to TR for years.
I've adjusted the tests in the CSS WG repository (revision 1590) and queued up a patch to fix them in ours:
