Currently we have nowhere that displays the full page title by default which is as far as a I can tell pretty debilitating accessibility-wise. I know there are plans in the works to expose more of the page title (bug 583890). However, we should enable users that want the ability to expose the full page title at all times.

Currently we allow for new toolbars. So If a user wants to add one simply for the page title, or wants to use the Addon Bar to expose the full page title, said user should be allowed to do so.

I totally understand why this was marked as an enhancement rather than a bug, however it does attempt to fix a pretty major bug which requires thinking outside of the box as this bug attempts. This bug attempts to meet the challenges in terms of accessibility and usability and it should more than be enough to warrant it's blocking nomination. It's for that reason, I'd also have preferred it to remain a bug rather than an enhancement. But as I said, I understand why nomination was changed.
Wouldn't this require new strings? It seems to me that it would.

Assuming that's true, it's already too late to get this in for Firefox 4 since beta7 was the string freeze.

This should've been a responsibility of somebody to ensure that the full page title was available for users. It's negligence could prove damning.

Not quite, but this would fix that? Perhaps dupe that to this? This is the UI that's been requested after all.
The lack of a full page title seems a significant problem, but I don't think requiring users to add a new toolbar for it is the right answer. Also, there's clearly ongoing work to mitigate the problem. Blocking-.

If only for the arguments on  bug 583905, comment 8 this *MUST* be fixed.
Please let me know where do you see the page title on the screen shoot attached.
