DESCRIPTION: Using the View | Text Size menu changes the size of the font
without changing the size of the 'em' unit. This should never happen.
Enlarging the text size should increase the em so that CSS properly written to
scale with the font size works correctly. (Similarly, zoom, as described in bug
32646, would also maintain the em==font-size invariant.)
STEPS TO REPRODUCE:
* load attached testcase
* View | Text Size | 200%
ACTUAL RESULTS:
* border stays the same size
EXPECTED RESULTS:
* border doubles in width, just as the text doubles in size
DOES NOT WORK CORRECTLY ON:
* Linux, mozilla, 2000-11-22-08 trunk

IIRC, the zooming is implemented at the font drawing level and the style system and script
using the DOM are unaware of it.
