I noticed this on Windows and Linux today, possibly yesterday, on the nightlies. If you hover over a link on these two platforms the location bar changes to indicate where the link url, but if you highlight the text in the location bar first, and then hover, the location bar doesn't change that much, which defeats the purpose of the feature. On Mac the behavior is a little worse, as described in bug 613365. It could possibly be a dupe.
