Create a new RSS Feed.
Select Show article summary instead of loading web page
Close dialog and select new feed. Web page is loaded

There is also an account pref involved, besides the one you set when you add the feed. View settings for the News and Blogs account. I think this is un-checked by default.
There are also additional prefs in the View>>Feed message body as.. (only shows if you actually have an article opened)
I acknowledge that Joe, but not respecting the option in the add dialog is still a bug.

Matt, I assume that when you says:

you refers to "open message in new window": feel free to reopen it if I'm wrong.

It is probably a duplicate, but the dialog I referred to was the create feed. I view feeds in the preview window.
Should also not that this bug came up as part of the 3.2 testing.
