On the latest trunk builds no tooltips display when Direct 2D is enabled and using Intel integrated graphics. If I disable Direct 2D they display fine. If I switch to nVIDIA discrete graphics they display fine both with Direct 2D enabled and disabled.

I can reproduce this 100%. Please let me know if there is anything I can do to help narrow down the cause of this issue.
Is this an Optimus technology laptop? Or why do you have 2 cards? How do you switch between them?

I have exactly the same issue (created 715252 because I couldn't find this one - sorry).
I have DELL Inspiron N7110 with two cards: Intel HD 3000 and nVidia 525M. When I force nVidia graphic (right click firefox binary and choose Run with the graphic processor > nVidia... everything works fine. When I run normally using integrated graphic there are no tooltips. This seems to impact both <img /> title attributes and tooltips from the location bar (save password/install extension/show ssl information). When I enable gfx.direct2d.disabled (set this to true) the problem is gone when using integrated graphic card. This happens on the newest drivers that are available for my laptop.

Bug 712242 is for Optimus laptops.
This bug is not yet sure if it is the same.

I think that it's related to the Intel HD video card. Please note that when I run Firefox using nVidia card, everything works. There are problems on Intel HD only.

I have a data point that I hope helps you guys debug this:
Here is my setup:
- Laptop: Lenovo Thinkpad T420
- Operating System: Windows 7 64-bit
- Video Card 1: Intel(R) HD Grahpics Family
- Video Card 2: NVIDIA NVS 4200M
- Docking stations: Advanced Mini Dock Series 3 (433710U)
- Monitors: Two identical ASUS HDMI monitors (VE248) plugged into the dock, both with DVI cables
- Firefox version: 11.0 (I'm on the beta track)
If I start up my laptop as usual, open Firefox, and try to view the tooltip for today's Google doodle, I get nothing.
If I go to Device Manager/Display Manager and disable the Intel card, the tooltip works.
If the laptop is off the docking station the Intel card is *enabled*, the tooltip works. (This one is a bit of a surprise for me.)
What's weird about this is that I'm pretty sure that in all cases, the monitors or laptop screen are being fed by the NVIDIA card, but somehow the Intel card appears to still have some kind of influence over the displaying of tooltips in Firefox.

Very strange. The bug seems to be related to hardware acceleration. Turn it off and it is fixed:
