images with no width attribute in tables don't work well

Details
whenever we have an image that doesn't have a specified width, and that image
is inside a table, the table will lay out incorrectly. This is because we are
not computing the minimum required size of the cell containing the image
correctly during the incremental reflow that is generated once the image width
is known.

While this page has a substantial number of serious layout problems (about half
the content is missing), the problem described in this bug does not appear to be
taking place on the 2.1.99 Mac OS/Win32 builds, nor the 1.29.99 Linux builds.
In particular, I only see three images which lack specified dimensions --- the
Excite logo, and the two advertisements in the left-hand table column.
These items are drawn correctly on initial layout and on resize (as are the
dimensions of the table cells surrounding them). [didn't check incremental reflow
since the rendering was too fast to do so.]
