Popup windows usually don't require any tabs/toolbars therefore it would be better to use the latter.

Steps to Reproduce:
1. Use a javascript, etc. to open a popup window. If tabs on top is set to default, the locationbar will be in blue

This probably should block a tabs-on-top tracking bug, but I can't find one.
