Seamonkey allows specifying font sizes for various encodings in preferences-appearance-fonts, however unicode is missing from the list of available encodings, as a result font size can be changed only for sites which use single-byte encodings e.g. ISO-8859-1 but not for site which use unicode e.g. UTF-8 and which comprise the majority of internet today.
Two additional moments:
1. font size settings in preferences change font.size.* keys in config, e.g. font.size.variable.x-western for variable western font. There is a font.size.variable.x-unicode key but when changed manually it seems to do nothing
2. minimum font size for western fonts (font.minumum-size.x-western) does affect unicode pages, but default font sizes (font.size(variable|fixed).x-western) don't

- At the bottom of the list, there are "Other" and "User defined" which should fit where other languages don't

All right, what language group does www.mozilla.org use? I suggest you try first.

If Simon's comment [ bug 474182 comment 4 ] applies here, then the font size depends on the encoding group, while the font family depends on the actual language set using "lang" or a similar attribute.
You may want to try changing the sizes for Cyrillic, see bug 655330.
