When tab modal prompt is displayed Ctrl-F works always ("find on page" dialog is activated), but / sometimes doesn't work

Reproducible: Always

Steps to Reproduce:
1. type javascript:alert('test') in url bar and press enter
2. press Ctrl-F - "find on page" appears
3. press Esc
4. press / - nothing happens
5. press Ctrl-F - "find on page" appears

Actual Results:
After pressing Esc pressing / doesn't activate "find on page" dialog, but Ctrl-F does

Expected Results:
Pressing both / and Ctrl-F should activate "find on page" dialog
