This is a regression from 625712. Global history is no longer enabled by default.

Er, yes. It wasn't in 3.6, and I didn't realize we'd written code during the time period when that was broken that depended on the broken behavior. I did check the Firefox UI code to make sure it wasn't doing that, but forgot to check Fennec. :(
