I expect the mouse cursor to change to a similar looking cursor as Windows Explorer has when you hold down the ctrl key to drag a file to copy it instead of move. This will make the duplicate tab feature more discoverable. Reproducible: Always

We do change the cursor on Linux so I'm guessing this is a Windows widget bug.

I tried Ctrl+Tab dragging but it does not duplicate, rather moves, same as simple dragging.
