The Bookmarks Toolbar is global and should not be associated with the page like the Navigation Toolbar is. In my opinion this in a design mistake and it should be places right below the menu. Reproducible: Always Steps to Reproduce: 1. Check menu item: View -> Toolbars -> tabs on top
