In any case, the test you're trying to make work seems like a lot of hackery.
If you want to test failed-partial updates, just make the partial update fail
(perhaps by inserting a HTTP proxy which fails or corrupts that request, or
extension equivalent using http-on-modify-request).

Our current testing works well in modifying the status file. The issue on bug 538372 we have solved in another way and I do not think that we should change the current handling. If it will be necessary we can reopen and fix this bug. But for now it's not really necessary.
