+++ This bug was initially created as a clone of Bug #597618 +++

Wan-Teh checked in a workaround for this bug that stops the loop after 250 iterations, but I still want to find out the root cause of it. In the NSS teleconference, we speculated that it might be caused by the use of a combinatorial algorithm for cert chain building in libpkix.
