The PSM user interface requires Javascript to be on. If Javascript is off, clicking on the lock icon brings up a mostly blank window. The dialog for importing an unrecognized certificate (e.g. click on the mailing list links in www.openafs.org) will not work at all. One problem is that there is no indication in the PSM windows that Javascript has to be on. At the very least, it should display a message like "Please turn on Javascript" if it detects that Javascript is off, rather than displaying a blank window. Ideally, PSM should turn on Javascript just for itself, the way the chrome does. The reason for browsing with Javascript off (IMHO) is to avoid the more obnoxious features of some webpages; it shouldn't have the side-effect of crippling part of the user interface.
Reassigning. I believe that this used to work, and is now a regression.
