It could be better to close empty groups after group switching really happens, especially when closing tabs in the tab bar. It could be decided accordingly in gBrowser._endRemoveTab (or gBrowser._blurTab, etc.) whether to open a new tab, to switch to a next group, or to show Panorama.
Reproducible: Always
Currently it seems to happen in this order: TabClose event, showTabView, close old group, TabSelect event, select new group.
It would be more logical in this order: TabClose event, TabSelect event, select new group, close old group, showTabView.
Close the active empty group only when a new group is selected.
Show Panorama only when the active empty group is closed and there is no app tabs.

Summary: Don't close empty group automatically when closing last tab in it → Don't close empty group automatically if it's the active group
