Need to register a pref observer or listener(if ready -nsIPrefListener) for capturing these two prefs when they are changed - "mail.collect_email_address_incoming" and "mail.collect_email_address_newsgroup". Currently these two prefs are cached as global. If those two prefs changed, it won't get effect until user close and reopen the mail window or restart the app.

IIUC, of the 4 patches which were landed for bug 331924, the one which removed this capability is attachment #216578 [details] [diff] [review], removing lots of stuff from various js source files, and a handful (which I suppose we'll leave unchanged in SeaMonkey) in one xul file. This GFB (IMHO near the top of GFB levels, maybe even more fellow-craft GSB than apprentice GFB ;-) ) is in need of a Mentor. The "assignee" mail@seamonkey.bugs is the default QA address for the MailNews:General component. That looks weird to me, now that this bug is in a different Component; I assume that someone forgot to reset the assignee & QA at some point. Feel free to re-add it (possibly as a CC) if I misunderstood.
