As per recent conversation in #developers: 

philikon: is there a reason why Tab Groups (or whatever panorama is called) isn't in the "View" menu?

beltzner: back when we decided to ship Panorama (which was a few months before coding work stopped) it was the source of huge memory leaks

zpao: i thought they were there at one point, but then there was the great clensing
beltzner: so we didn't want people to stumble into it by accident

iangilman: that decision was made when panorama was still a bit unbaked... seems like it's a lot more solid now... perhaps it's time to put it back?

I imagine it'll be a pretty easy change to make... just need to confer with UX over where it should go and what it should be called (and should it have an icon?).

Limi, Faaborg, what do you think? Can we put Panorama back to the "View" menu? With an icon? And what about the Fx-Button menu (dunno either if it belongs there)?

I would like us to make the groups global across windows, and also support sync before we increase the discoverability.

Yeah, since the List All Tabs button is now conditional (only shows up when we run out of space), I'd support adding this back, at least temporarily. 

It feels like it should be in the Window menu on Mac, though — but if we put it in the View menu on both, that's OK too.

Hopefully we can simplify and improve Panorama to the point where we actually want people to use it and discover it this summer (we have an intern tasked with working on it).
