We should probably start building accessibility by default into our OSX releases for the following reasons:
1. it fits our pref-off-able-feature development strategy.
2. it will more easily allow a11y community to test and hack on FF for OSX
3. it will allow us to run our a11y mochitests on OSX (bug 524775)
We already have the force disable accessibility for windows. We should add a mac/osx one or combine into a general setting; whatever makes the most sense.

Note initially for releases, a11y will be pref-ed off.
