It should be possible to publish site-wide announcements easily, without needing to contact IT to patch the code. Ideally, this would be a small snippet of HTML that site administrators could edit in the control (admin?) panel.
Use cases:
* Downtime page
* Major updates banner
* Known issues alerts
* etc.
