At minimum it's called at the start of mochitests.

Is this something we should move (back) into the platform? Or is there another plan for handling focus, going forward?
I thought bug 583976 was supposed to move focus back into the platform
This is hit a lot in b2g debug mochitests on cedar: <https://tbpl.mozilla.org/?tree=Cedar>. What's the status?
