With patches for bug 668349 and 668351, xpcshell tests can be run on an Android device, and the majority of tests pass. However, services/crypto/tests/unit/test_crypto_random.js consistently hangs if run on Android.

Can you clarify "native fennec is out"? I am trying to get xpcshell tests enabled for native Fennec, and this is one of the tests that won't pass (or wouldn't...I haven't checked lately).
Sync on Android uses the Java implementation of Sync, not the JS implementation that desktop Firefox uses. Therefore, it is silly to run the xpcshell tests on Android. I'm under the impression that XUL Fennec will not be supported, which is why this is WONTFIX.
