Details
Some permissions (like the permission discussed in bug 665743) should not be granted to ordinary users but instead granted to a user after her account has existed for a certain amount of time.
This is one step toward even more automatic permission management, which bug 677799 details.

Going ahead and calling this a duplicate of bug 677799. I have heard very little interest in this as an independent feature, independent from a wider karma system.
