Bug 677860 implementation is looking great on large icons mode.
Are there any reasons why it shouldn't be applied to the small icons either?
I can assume that people who use the small icons only, want that awesomness too.

Small icons mode is currently the last resort we have to disable the conditional forward button yet preserve the default toolbar layout. If this is ever implemented for small icons mode as well, please allow some method to disable the CFB.
i don't know why but now with australis , small icon mode will again gain button borders. Anyways this is the mockup found here : http://people.mozilla.com/~shorlander/files/australis-design-specs/australis-design-specs-windows7-aero.html

The ability to enable small icons mode was removed as part of Australis.
