With tip builds after 7th February 2001, or thereabouts, a pull and build will result in an Internal Compiler Error on VC when trying to expand NSCAP_RELEASE. This happens because the environment label BUILD_IDL is set, this is an out of date environment setting but those that have been developing on Mozilla for a long time may still have it set.
Marking fixed with workaround Remove BUILD_IDL from environment
