Details
[ This bug is one of the recommendations in the W3C's "Common User Agent
Problems" document, URL above. One bug has been filed on each recommendation,
for deciding whether we do it and, if not, whether we should. ]
2.3 If a style sheet is missing, ignore it and continue processing.
Users must be able to view content even without style sheets.
Wrong: In some user agents, missing style sheets result in a fatal
error or result in the user agent not rendering content.

I think this one is WORKSFORME (the entry was a dig at NS 4.x, which gets this
wrong.) But I need a second opinion :-)

Works for me too.
Mozilla currently ignores some alternate style sheets, even if they are *not*
missing! :/
(And yes, there is a bug for this.)

I remember an old bug where a page wouldn't be rendered if a style sheet was
missing, but it was fixed a while ago.
