Details
[ This bug is one of the recommendations in the W3C's "Common User Agent
Problems" document, URL above. One bug has been filed on each recommendation,
for deciding whether we do it and, if not, whether we should. ]
3.3 Respect the character set of a resource when one is explicitly given.
User agents must respect the character set when it is explicitly
specified in the response. The character set can be given by the HTTP
Content-Type headers and/or by the document-internal fallback (HTML
meta element, etc).

Rumour has it that we do this right, so this is WORKSFORME... but this needs
confirmation by someone in the know.
